About This Role

Peace of Mind Care Center (PMCC) is seeking an experienced and well\-connected professional to serve as our new Director of Growth \& Employment Services (DEED/VRS).PMCC is a culturally responsive disability services organization serving diverse communities across Minnesota through Day Support Services and Employment Services. We currently hold a DEED/VRS contract and are looking for a leader who can help us maximize this opportunity while expanding access to quality services for individuals with disabilities.We are seeking someone with strong knowledge of Minnesota's Vocational Rehabilitation Services (VRS) system who can: Increase DEED/VRS utilization and referrals

  • Build relationships with VRS counselors and county partners
  • Develop employer partnerships and employment opportunities
  • Increase Day Support Services referrals and utilization
  • Strengthen compliance and internal systems
  • Train and mentor staff while supporting sustainable program growthThe position is structured as a part\-time contract (15–20 hours per week) with the opportunity to transition into a full\-time leadership role based on performance and program growth.Compensation ranges from $3,000–$6,000 per month, depending on experience, with performance\-based incentives available.

Fractional Chief Growth Officer (Consultant)Peace of Mind Care Center (PMCC)Purpose Peace of Mind Care Center (PMCC) is seeking a strategic consultant to help grow our disability and employment service programs, strengthen referral networks, and position the organization for sustainable expansion. PMCC is a multicultural provider offering Day Support Services, Employment Services (VRS), and 245D services. We have a strong workforce and cultural competency but need support building referral pipelines, navigating systems, increasing visibility, and developing growth strategies. The consultant will work directly with the CEO and focus on measurable business growth and partnership development.

Scope of Work1\. Referral Development

  • Identify and develop relationships with county case managers, support planners, social workers, healthcare providers, VRS counselors, and managed care organizations.
  • Create a referral outreach strategy.
  • Establish ongoing referral partnerships.

2\. Employment Services Expansion

  • Assess current Employment Services operations.
  • Develop a strategy to increase referrals and participant enrollment.
  • Build relationships with employers and workforce partners.
  • Help position PMCC as a preferred multicultural employment services provider.

3\. Strategic Partnerships \& Community Visibility

  • Introduce PMCC to key stakeholders and decision\-makers.
  • Expand relationships with healthcare systems, disability organizations, workforce agencies, and community organizations.
  • Increase PMCC's visibility within Minnesota's disability services sector.

4\. Growth Strategy \& Systems Navigation

  • Advise leadership on navigating county, state, and healthcare systems.
  • Identify growth opportunities and expansion pathways.
  • Recommend operational and business development improvements that support long\-term sustainability.

Expected Deliverables (First 3 Months)

  • Growth assessment and action plan.
  • Referral development strategy.
  • List of priority referral partners and outreach activities.
  • Minimum of 10 strategic meetings with referral sources and stakeholders.
  • Employer engagement strategy for Employment Services.
  • Partnership development plan.
  • Monthly progress reports with recommendations.
  • Quarterly growth review with CEO.

Desired Outcomes By the end of the engagement, PMCC seeks to achieve:

  • Increased referrals across service lines.
  • Expanded Employment Services program.
  • Stronger relationships with referral sources and employers.
  • Increased visibility within the disability services system.
  • Clear roadmap for future growth and sustainability.

Pay: $35\.00 \- $40\.00 per hour

Work Location: Hybrid remote in Minneapolis, MN (Hennepin County)
