Position Summary

The Basic Care Facility Administrator is responsible for the overall management, operation, and regulatory compliance of the basic care facility. The Administrator ensures the delivery of safe, high\-quality resident care services while maintaining financial sustainability, regulatory compliance, and a positive living environment for residents.

This position oversees daily operations including staffing, budgeting, resident services, facility maintenance coordination, ensuring long\-term financial sustainability, and compliance with applicable federal, state, and local regulations.

Essential Duties and Responsibilities

Operational Management

  • Oversee daily operations of the basic care facility, ensuring efficient and effective service delivery.
  • Develop and implement policies and procedures to ensure high\-quality resident care and operational consistency.
  • Coordinate with maintenance, dietary, and support services to ensure facility operations run smoothly.
  • Monitor occupancy levels and support admission and discharge processes.

Staff Supervision and Leadership

  • Recruit, hire, train, supervise, and evaluate facility staff.
  • Develop staffing schedules to ensure adequate coverage while maintaining cost efficiency.
  • Provide leadership, coaching, and performance management to all staff.
  • Promote a positive work environment focused on accountability, teamwork, and resident\-centered care.

Resident Care Oversight

  • Ensure residents receive appropriate care and services in accordance with individual needs and care plans.
  • Address resident concerns, complaints, and service issues in a timely and professional manner.
  • Promote a safe, respectful, and supportive environment for all residents.

Regulatory Compliance

  • Ensure compliance with all applicable state licensing requirements and health regulations.
  • Maintain readiness for inspections and surveys.
  • Oversee documentation, reporting, and recordkeeping to meet regulatory standards.
  • Implement corrective actions as needed following inspections or audits.

Financial Management

  • Develop and manage the facility budget, including monitoring revenues and expenses.
  • Ensure cost\-effective operations, particularly in staffing, supplies, and contracted services.
  • Review financial reports and implement strategies to improve financial performance.
  • Approve expenditures in accordance with Authority policies.

Quality Assurance and Risk Management

  • Establish and maintain quality assurance processes to monitor service delivery and outcomes.
  • Identify operational risks and implement mitigation strategies.
  • Ensure incident reporting and follow\-up procedures are completed appropriately.

Community and Stakeholder Relations

  • Serve as the primary point of contact for residents, families, and external partners.
  • Maintain positive relationships with community organizations and service providers.
  • Represent the facility in meetings, inspections, and community events as needed.

Knowledge, Skills, and Abilities

  • Knowledge of basic care/assisted living operations and regulatory requirements.
  • Strong leadership and staff management skills.
  • Ability to manage budgets and control operating costs.
  • Ability to interpret and apply policies, regulations, and procedures.
  • Strong communication and conflict resolution skills.
  • Ability to balance resident care needs with operational efficiency.

Minimum Qualifications

  • Associate’s or Bachelor’s degree in healthcare administration, nursing, business administration, or related field required.
  • 3–5 years of supervisory or management experience, preferably in a healthcare, assisted living, or residential setting.
  • Knowledge of state licensing requirements for basic care facilities preferred.
  • Experience in budgeting and staff management required.
  • Ability to pass background screening as required.

Physical Requirements

  • Ability to move throughout the facility and interact with residents and staff.
  • Ability to respond to emergency situations as needed.
  • Occasional lifting (up to 25 pounds) may be required.

Work Environment

Work is performed in a residential care setting with frequent interaction with residents, staff, and visitors. The role may require availability outside standard business hours to address operational or emergency issues.
