Job Summary
We are seeking a dynamic and strategic Fractional Chief Technology Officer (CTO) to lead and shape the technological vision of our organization on a part\-time basis. This role offers an exciting opportunity to influence business growth, oversee complex IT infrastructure, and implement innovative solutions across diverse projects. The ideal candidate will possess a robust background in software development, cloud computing, cybersecurity, and strategic planning, with the ability to manage teams and collaborate with senior leadership. As a Fractional CTO, you will drive technological excellence, ensure compliance with industry standards, and foster a culture of continuous improvement and innovation.
Responsibilities
- Own the translation of completed product specifications into an executable engineering roadmap and sprint plan
- Make final architectural decisions on infrastructure, data layer, and API design in alignment with HIPAA and CMS compliance requirements
- Recruit, evaluate, and manage the engineering team and any contractors or vendors
- Establish development standards, code review processes, and QA/testing protocols
- Lead SMART on FHIR integration with eClinicalWorks and Epic certification pathway
- Ensure the billing rules engine, audit trail, and claim lifecycle state machine are implemented to specification — no shortcuts on compliance\-critical components
- Own the BAA operational checklist with key vendors as a condition of live patient data processing
- Provide weekly technical status reporting directly to the CEO
- Advise on build vs. buy decisions as Phase 2 scope approaches (ERA/835 ingestion, CMS Claim Check API, multi\-EHR expansion)
Qualifications
- Proven experience building and shipping HIPAA\-compliant SaaS products in healthcare
- Hands\-on background with EHR integration — FHIR R4, SMART on FHIR, or HL7 experience required
- Comfortable leading early\-stage engineering teams (0→1 environments)
- Experience with event\-driven, multi\-tenant cloud architectures
- Familiarity with AI/LLM integration in production clinical or regulated environments
- Understanding of CMS billing workflows, claims lifecycle, or RCM is a strong plus
- Ability to read and interrogate detailed product specifications and hold engineering output accountable to them
- Comfortable in a fractional capacity — high autonomy, founder\-paced, equity\-aligned
Pay: $60,000\.00 \- $90,000\.00 per year
