Managing Director, Netherlands (EMI), Fractional

Director Level

About This Role

About us

Torus Mara (torusmara.com) provides cross-border payments and FX between major global markets and Africa. We serve financial institutions, corporates, SMEs and consumers moving money between the US, UK, Canada and the EU and markets including Nigeria, Ghana, francophone West and Central Africa, Tanzania, and South Africa.

The group is spread across three continents. Our UK entity, Torus Financial Limited, is authorised by the Financial Conduct Authority as an Electronic Money Institution. Our EU entity, TM Payments BV, is preparing its application to De Nederlandsche Bank (DNB) for an electronic money institution licence, and will become our hub for serving customers across the EU.

The role

You'll be the first senior leader in the Netherlands and one of the entity's two day-to-day policymakers. You'll help take the DNB application through to authorisation, then build and run the Dutch business. You'll report to the TM Payments BV board, which includes representatives of our parent group.

The role involves close collaboration with colleagues across the group, in particular the team at our FCA-authorised UK EMI, Torus Financial Limited. Their operating experience, shared processes and partner relationships are there to draw on, while TM Payments BV is run and controlled from the Netherlands.

What you'll do

  • Be the named Managing Director in our DNB licence application, and be DNB's main contact during and after the assessment
  • Own the governance, risk management and internal control framework of the Dutch entity
  • Work with our Compliance Officer to make sure AML/CFT, sanctions and safeguarding arrangements meet Wft, Wwft and PSD2 requirements
  • Oversee outsourcing arrangements and the relationships with our banking and payout partners
  • Plan the move from licence to launch, including passporting across the EU
  • Build the local team once we're authorised

What you'll bring

  • Senior management experience at an EMI or payment institution (PI)
  • Ideally, you've already passed DNB fit-and-proper screening as a policymaker, or you're confident you'd pass it
  • A solid working knowledge of the Dutch and EU payments regulatory framework
  • Confident, hands-on use of AI tools to run a lean operation and deliver more with a small team
  • Experience of African payment corridors (a plus, not essential)
  • You live in the Netherlands, can travel to Amsterdam regularly, and can increase your hours once we're licensed

Why join

You'll be the founding Dutch leader of a regulated business that's already running and growing, with a clear mission and a direct line to the group's leadership.

The appointment is subject to DNB screening. To apply, send us your CV and a short note on your experience with the DNB or another EU regulator.
