Chief of Staff

Lead the City Forward – Join TeamCOS
The City of Colorado Springs is seeking an accomplished executive leader to serve as Chief of Staff for a limited duration at\-will appointment. As Chief of Staff, you will provide senior\-level leadership, drive strategic priorities, and ensure organizational continuity while keeping critical City initiatives on track and departments aligned for effective action. As a key member of Mayor Yemi’s leadership team, you will oversee City departments, guide strategic planning, manage fiscal and operational health, and serve as a principal advisor on policy and organizational matters.

The ideal candidate is a seasoned public\-sector executive with a proven record of leading complex organizations, managing significant fiscal and operational responsibilities, and executing strategic initiatives. You are a trusted, collaborative advisor who inspires high performance across teams while demonstrating integrity, sound judgment, and diplomacy.

The Position
As Chief of Staff, you will provide executive leadership over several of the City’s largest and most complex departments, guiding organizational strategy, fiscal stewardship, and operational alignment with the Mayor’s priorities and the City’s long\-term goals. This role requires a leader who can balance strategic vision with execution, navigate complex and politically sensitive issues, and foster collaboration across departments, elected officials, and the community.

Key responsibilities include:

  • Leading organization\-wide strategic planning and performance initiatives to advance operational excellence
  • Overseeing staffing, personnel administration, project delivery, information technology, and operational budgets
  • Supervising and mentoring senior leaders across assigned departments
  • Directing financial planning, reporting, and stewardship of City resources
  • Advising the Mayor on administrative, policy, and organizational matters
  • Serving as a liaison to City Council, Utilities Board, and representing the City before boards, commissions, and community groups

Minimum Qualifications
--------------------------

  • Bachelor’s degree from an accredited college or university with major coursework in public administration, business administration, public policy, or a related field.
  • Eight (8\) years of full\-time professional experience in public administration or in executive or senior management roles within public\-sector, nonprofit, or large, complex private\-sector organizations, including responsibilities such as strategic planning, fiscal management, and oversight of multiple functional areas.
  • Five (5\) years of leadership and/or supervisory experience.

One year of relevant work experience may substitute for one year of the required education, and one year of relevant academic coursework beyond the minimum education requirement may substitute for one year of required professional experience.
