About the Role
We are seeking an experienced Fractional IT Leader to provide strategic, hands-on technology leadership for a public sector health organization undergoing a major IT and data modernization initiative. This role will guide the implementation of an existing IT Modernization Roadmap, strengthen governance, improve cybersecurity posture, and support agency leadership through execution of modernization initiatives.
This is a senior advisory and execution-focused role—ideal for a former CIO, CTO, IT Director, or senior IT consultant with strong government and public health experience.
Key Responsibilities
Strategic IT Leadership
- Provide fractional executive-level IT leadership to guide technology, data, infrastructure, and operational modernization initiatives
- Advise agency leadership on IT strategy, priorities, budgeting, and resource allocation
- Act as a trusted advisor to executive and program leadership
Governance & Risk Management
- Develop and refine IT governance structures, decision-making processes, and intake frameworks
- Establish policies, standards, and controls aligned with government best practices
- Identify, document, and manage IT and cybersecurity risks through a formal risk register
Modernization Roadmap Execution
- Translate the IT Modernization Roadmap into actionable workstreams, tasks, milestones, and ownership
- Provide oversight, guidance, and issue resolution to internal staff executing roadmap initiatives
- Track progress, remove barriers, and report status to leadership
Cybersecurity Leadership
- Assess cybersecurity posture using recognized frameworks (e.g., NIST)
- Advise on incident response, disaster recovery, and business continuity planning
- Recommend improvements within a hybrid local/state government environment
Technical & Operational Guidance
- Validate and refine current-state IT assessments
- Provide guidance on IT architecture, system integration, cloud/hosting, and storage modernization
- Evaluate tools, processes, and staffing needs to improve operational efficiency
Data & Analytics Enablement
- Support development of data governance, quality, and management practices
- Provide strategic guidance on data integration, warehousing, and reporting
- Align data initiatives with public health and organizational goals
Communication & Reporting
- Participate in onsite kickoff meetings and periodic in-person sessions as required
- Deliver bi-weekly progress reports and monthly executive briefings
- Support knowledge transfer and project closeout documentation
Required Qualifications
- Proven experience leading IT modernization initiatives for government or public sector organizations
- Demonstrated success in:
- IT leadership and strategy
- Cybersecurity leadership
- Governance, risk, and compliance
- Strong understanding of regulatory and confidentiality requirements, including HIPAA, 42 CFR Part 2, and applicable state/federal laws
- Experience translating strategy into execution with cross-functional teams
- Ability to operate effectively in a fractional, advisory, and hands-on leadership role
- Must be authorized to perform all work within the United States
- Willingness to perform work using a government-issued laptop and comply with data residency requirements
Preferred Experience
- Prior experience as a CIO, CTO, IT Director, or senior IT consultant
- Public health, healthcare, or human services technology experience
- Experience working within state or local government environments
- Familiarity with cloud-first strategies and data modernization programs
Job Type: Full-time
Pay: $73,653.52 - $88,701.01 per year
Work Location: Hybrid remote in Baltimore County, MD
